Unable to resize the legend in ArcGIS Pro

Description

Legends are layout elements that explain the meaning of the symbols used to represent the features of a map. There are instances where the legend cannot be resized from the layout view or editing the Size setting is disabled, as shown in the image below.

Cause

The ‘Adjust frame’ fitting strategy only permits movement of the legend but not resizing.

Solution or Workaround

Depending on the suitability, use one of the following options to resize the legend in ArcGIS Pro.

Change the Fitting Strategy setting of the legend

  1. Open the ArcGIS Pro project.
  2. In the Contents pane, double-click Legend to open the Element pane.
  3. In the Element pane, click the Legend Arrangement Options tab.
  4. Under Fitting Strategy, click the drop-down arrow and select an option.

Convert the legend to graphics

Note:
Legends converted to graphics lose connection to the map. Edits to the layers are not updated in the legend graphics, therefore, they must be done manually in the legend.
  1. Open the ArcGIS Pro project.
  2. In the Contents pane, right-click Legend and click Convert to Graphics.

  1. In the Contents pane, right-click Legend and click Ungroup.

  1. In the Contents pane, under Drawing Order, click the desired legend items to open the Element pane.
  2. In the Element pane, click the Placement tab. Under Size, change the Width and Height of the legend item to the preferred size.
