PROBLEM
In ArcGIS Online Map Viewer Classic, when attempting to arrange layers’ order in the Contents pane of a web map, the option to move a map notes layer is not available as shown in the image below.
This is expected behavior. A map notes layer is known as a feature collection and drawn as graphics by ArcGIS Online. Thus, it overlies feature layers and is always on the top position in the Contents pane.
As a workaround, publish the map notes layer as a hosted feature layer and add it to the web map.
Note: This workflow only applies to ArcGIS Online Map Viewer Classic. The new Map Viewer provides the ability to move a map notes layer to a new location in the layers list by dragging the layer in the Layers pane. Refer to ArcGIS Online: Manage and organize layers for more information.
The image below shows the option to move the hosted feature layer in the Contents pane is available in ArcGIS Online Map Viewer Classic.
