The option to move a map notes layer in the Contents pane is unavailable in ArcGIS Online Map Viewer Classic

Description

In ArcGIS Online Map Viewer Classic, when attempting to arrange layers’ order in the Contents pane of a web map, the option to move a map notes layer is not available as shown in the image below.

The Move up and Move down options are unavailable when attempting to move the map notes layer in the Contents pane.

Cause

This is expected behavior. A map notes layer is known as a feature collection and drawn as graphics by ArcGIS Online. Thus, it overlies feature layers and is always on the top position in the Contents pane.

Solution or Workaround

As a workaround, publish the map notes layer as a hosted feature layer and add it to the web map.

Note:
This workflow only applies to ArcGIS Online Map Viewer Classic. The new Map Viewer provides the ability to move a map notes layer to a new location in the layers list by dragging the layer in the Layers pane. Refer to ArcGIS Online: Manage and organize layers for more information.
  1. Save the map notes layer as a feature collection in Map Viewer Classic.
    1. Log in to ArcGIS Online with the privileges to create content.
    2. Click Content > My Content.
    3. Browse to the web map containing the map notes layer, click More Options The More Options icon., and select Open in Map Viewer Classic.
    4. In the Contents pane, save the map notes layer as a feature collection. Refer to ArcGIS Online: Save layers for steps to do this.

The map notes layer is saved as a feature layer in ArcGIS Online.

  1. Publish the map notes feature layer as a hosted feature layer. Refer to ArcGIS Online: Publish a feature collection for steps to do this.

When the feature layer is saved as a hosted feature layer, the New item window displayed. In the New item window, specify the Title, Tags, and Summary for the new hosted feature layer.

  1. Click Content > My Content. Browse to and click the hosted feature layer. The map notes layer is published as a hosted feature layer with three separate layers: point, polyline, and polygon.

In the item page, the map notes layer is published as a hosted feature layer with three separate layers, which are point, polyline, and polygon.

  1. Open the web map in Map Viewer Classic and remove the map note layer. Refer to ArcGIS Online: Organize layers (Map Viewer Classic) to remove the layer.

Right-click the layer and click Remove to remove the map notes layer from the Contents pane.

  1. Add the hosted feature layer to the web map. Refer to ArcGIS Online: Add layers to maps (Map Viewer Classic) for steps to do this.

Add the hosted feature layer in the Contents pane by selecting the 'Search for Layers' option.

The image below shows the option to move the hosted feature layer in the Contents pane is available in ArcGIS Online Map Viewer Classic.
