PROBLEM
Attempts to create or edit features in ArcGIS Online or Portal for ArcGIS Map Viewer Classic fail, and return the following message, 'Feature creation is disabled for all layers.'
The same behavior is displayed when attempting to create or edit features in ArcGIS Web AppBuilder using the Smart Editor widget.
The features are non-editable even though the 'Add, update and delete features' option is enabled in ArcGIS Pro, and the 'Create', 'Delete', and 'Update' options are enabled in ArcMap when configuring the feature layer properties before publishing.
The feature layer has z-values but the 'Apply default to features with z-value' option in ArcGIS Pro or the 'Apply default z-value' option in ArcMap is disabled when configuring the feature layer properties before publishing.
Choose one of the following options to resolve the issue:
Enable z-values when configuring the feature layer before publishing
Remove z-values from the feature class
Remove z-values from the feature class before publishing from ArcGIS Pro or ArcMap. Refer to How To: Remove Z- and/or M-values from a feature class for steps to do so.
Note: Alternatively, use ArcGIS Online or Portal for ArcGIS Map Viewer instead of Map Viewer Classic to create or edit the features. The features in the web map are editable even though z-values for the features are disabled in the feature layer configuration before publishing from ArcGIS Pro or ArcMap.
