No, it is not possible to use an image as a feature class label in an ArcGIS Pro layout.
Labeling is designed to improve readability and add information about features derived from any field in the feature attribute. It is important for layout printing as it offers the reader a clear understanding of the map features in the printed output. However, ArcGIS Pro only allows the use of descriptive text or numerical values as feature class labels, which are automatically displayed and positioned in maps and scenes. Refer to ArcGIS Pro: Labeling basics for more information. In ArcGIS Pro, it is only possible to manually add and place an image to be viewed as a label using one of the following workarounds.
In ArcGIS Pro, add the image to the layout using the Picture element and manually place it as a feature class label. Refer to ArcGIS Pro: Add graphics, text, and pictures in a layout for more information.
