All services are set to "Stopping" in ArcGIS Server Manager

Description

When logged in to ArcGIS Server Manager, all services display a Status of "Stopping..." and cannot be started manually.

Cause

If there is a change in permissions for the Windows account running ArcGIS Server to its own installation files, this problem may occur. In addition, lock files that have become corrupted may cause this issue.

Solution or Workaround

On the machine where ArcGIS Server is installed, re-apply the correct permissions for the Windows account running ArcGIS Server using the Configure ArcGIS Server Account utility, and restart the ArcGIS Server Windows service.
