Attachments are not submitted when editing or adding features in ArcGIS Field Maps 23.1.1 if the feature layer is within a service containing a second layer without attachments enabled.

解决办法

When publishing the initial hosted feature service, only include layers which are to have attachments enabled. Any other layers can be published separately and added to the web map in Map Viewer.
