Labels do not display offset properly when drawn above an annotation layer in ArcGIS Pro.

Instead of using the Never Remove option, which uses the first trial position to place the label, uncheck the Never Remove option. Use the weights instead to say it is ok to place overtop of the annotation layer. The former allows overlap. Instead, set the annotation layer weight to 'None'. This allows the labels to place overtop and use all of the labeling properties desired.
