ArcGIS (Desktop, Engine) 10.8.2 General Component Updates Patch 2

Summary

Esri announces the ArcGIS (Desktop, Engine) 10.8.2 General component updates patch 2. This patch deals specifically with the issues listed below under Issues Addressed with this patch

April 18, 2024: ArcGIS (Desktop, Engine) 10.8.2 General Component Updates Patch 2 has been updated to address BUG-000166608. Please download and install the new setups. It is not necessary to uninstall the original patch, the new setups will install and replace the original patch. 

BUG-000166608 - ArcGIS Desktop 10.8.2 fails to start with a Single Use license after installing the General Component Updates Patch 2.

April 10, 2024: The download of this patch has been temporarily disabled as of April 10 while a problem with the install of the patch is investigated. The issue being investigated involves a conflict when using a  Single Use license causing ArcMap not to start. If you have this issue with this version of the patch, you can uninstall the patch to continue working. We will release an updated patch as soon as the issue is resolved.  

Issues addressed with this patch

  • BUG-000147765 - Certification of Microsoft ODBC Driver 18 for SQL Server connections.
  • BUG-000166608 - ArcGIS Desktop 10.8.2 fails to start with a Single Use license after installing the General Component Updates Patch 2.

This patch updates various components to newer versions as per the following:

Freetype version 2.13.2 Gdal (internal components - Libtiff 4.6.0, SQLite 3.44.2, Zlib 1.3.0 with CVE-2023-45853 patch)
HDF4 (internal components - Zlib 1.3.0 with CVE-2023-45853 patch)
HDF5 (internal components - Zlib 1.3.0 with CVE-2023-45853 patch)
LibXML version 2.12.3
Nghttp2 version 1.58.0
OpenCV 4.5.5 (internal components - OpenJPEG 2.5.0, Zlib 1.3.0 with CVE-2023-45853 patch)
OpenSSL version 1.1.1w PROJ (internal components - Zlib 1.3.0 with CVE-2023-45853 patch)
PRT (internal components - Libtiff 4.6.0, Zlib 1.3.0 with CVE-2023-45853 patch)
Zlib version 1.3.0 (with CVE-2023-45853 patch)
ODBC 18

These components perform multiple functions and are used throughout the system. Esri recommends anyone using ArcGIS Desktop, ArcGIS Background Geoprocessing 64-bit for Desktop, ArcGIS Engine or ArcGIS Background Geoprocessing 64-bit for Engine install this patch at your earliest convenience.

Installing this patch on Windows

The ArcGIS product listed in the table must be installed on your system before you can install a patch. Each patch setup is specific to the ArcGIS product in the list. Esri recommends that you install the patch for each product that is on your system.

Step 1: Download the appropriate file to a location other than your ArcGIS installation location.

Uninstalling this patch on Windows

To uninstall this patch on Windows, open the Windows Control Panel and navigate to installed programs. Make sure that "View installed updates" (upper left side of the Programs and Features dialog) is active. Select the patch name from the programs list and click Uninstall to remove the patch.
