Unable to install ArcGIS Pro even though Microsoft .NET Desktop Runtime is installed

Description

ArcGIS Pro 3.x requires Microsoft .NET Desktop Runtime 6.0.5 (x64) and above to be installed on a machine. In some cases, even though Microsoft .NET Desktop Runtime is installed, attempts to install or upgrade to ArcGIS Pro 3.1 fail, and return the following error message:

Error:   
ArcGIS Pro requires Microsoft .NET Desktop Runtime (x64). To download and install Microsoft Windows Desktop Runtime - 6.0.5 (x64) or greater, visit the Microsoft Website or contact your system administrator.

Cause

• The Microsoft .NET Desktop Runtime version installed on the machine does not fulfill the minimum requirement to install ArcGIS Pro.
• ArcGIS Pro is unable to recognize the Microsoft .NET Desktop Runtime or Microsoft .NET SDK components installed on the machine.

Solution or Workaround

To solve this issue, download and install the latest version of Microsoft .NET Desktop Runtime or Microsoft .NET SDK, and perform a silent installation of ArcGIS Pro.

Note:
The following workaround may require system administrator privileges. Contact the organization's IT department for assistance.

1. Identify and remove any existing Microsoft .NET Desktop Runtime or Microsoft .NET SDK components from the machine using the .NET uninstall tool. Refer to Microsoft: Run the tool for instructions.
2. Restart the machine.
3. Download and install Microsoft .NET Desktop Runtime or Microsoft .NET SDK on the machine. Refer to Microsoft: Download .NET 6.0 to download the latest Microsoft .NET release. Refer to ArcGIS Pro: Software requirements to view the minimum requirement of Microsoft .NET.
4. Restart the machine.
5. Perform a silent installation of ArcGIS Pro. Refer to ArcGIS Pro: Install ArcGIS Pro silently for instructions.
6. Restart the machine.
