PROBLEM
When configuring a pop-up in ArcGIS Pro and publishing the feature layer as a web layer to the ArcGIS Enterprise portal or ArcGIS Online, the pop-up configuration is not retained. For example, if the pop-up is disabled in ArcGIS Pro before publishing, it will be enabled by default when the hosted feature layer is viewed in Map Viewer.
This issue occurs when the hosted feature layer is added to the web map using a service URL. The pop-up configuration is written in the web map’s JSON file, not the feature service metadata. When the feature service is added to the ArcGIS Enterprise portal or ArcGIS Online via a URL, the web map does not inherit the pop-up setting because the information is not stored in the service. Consequently, the pop-up is enabled by default in Map Viewer with the default appearance to ensure field attributes remain accessible.
To retain the pop-up configuration from ArcGIS Pro, publish the feature layer as a hosted feature layer to the ArcGIS Enterprise portal or ArcGIS Online. Refer to ArcGIS Pro: Share a web feature layer using the default configuration for instructions. In Map Viewer, search for and add the hosted feature layer. Refer to Portal for ArcGIS: Browse layers or ArcGIS Online: Browse layers for instructions.
If the hosted feature layer is added via a service URL, manually configure the pop-up in Map Viewer. On the Settings (light) toolbar, click Pop-ups to configure the pop-up for the hosted feature layer.
