Legend item sizes are retained when resizing the legend in an ArcGIS Pro layout

Description

In ArcGIS Pro, legend item sizes are retained although the legend is resized in the layout view, as shown in the image below.

Cause

The legend fitting strategy is set to 'Adjust columns'. Therefore, the legend item sizes remain unchanged when resizing the legend. Refer to ArcGIS Pro: Adjust the columns for more information.

Solution or Workaround

Convert the legend to graphics

1. Open the ArcGIS Pro layout.
2. In the Contents pane, right-click Legend and click Convert to Graphics.

3. In the Contents pane, right-click Legend and click Ungroup.

4. In the Contents pane, under Drawing Order, expand the desired legend items group layer and select the text item layer.
5. On the Text ribbon tab, in the Text Symbol group, specify the preferred font size. Optionally, click Increase Font Size or Decrease Font Size to adjust the font size incrementally.

6. Repeat Step 4 and select the symbol item layer.
7. On the Graphic ribbon tab, in the Symbol group, specify the preferred font size.

Change the legend fitting strategy to 'Adjust columns and font size'

Note:
This workflow is applied only when shrinking the legend or restoring it to its original size.

1. Open the ArcGIS Pro layout.
2. In the Contents pane, double-click Legend to open the Element pane.
3. In the Element pane, click the Legend Arrangement Options tab.
4. Under Fitting Strategy, select Adjust columns and font size from the drop-down list.
5. Drag the legend to resize the text to the preferred font size. Optionally, specify the Minimum font size value to ensure the text remains legible, preventing it from shrinking to an unreadable size.

Change the legend fitting strategy to 'Adjust frame'

1. Apply Steps 1 through 3 from the previous workflow.
2. Under Fitting Strategy, select Adjust frame from the drop-down list.

3. On the Legend ribbon tab, in the Text Symbol group, specify the preferred font size. Optionally, click Increase Font Size or Decrease Font Size to incrementally adjust the font size.
