Convert Labels To Annotation generates empty or incomplete output in ArcGIS Pro

Description

In ArcGIS Pro, when using the Convert Labels To Annotation tool, the converted annotations are not displayed on the map. Consequently, the annotation feature class is returned empty or incomplete.

Cause

  • The annotation feature class is created when the map is zoomed in to a specific area. Refer to ArcGIS Pro: Prepare labels for conversion to annotation for more information.
  • The labels use the Standard Label Engine.
  • The labels are not displayed due to high feature density, label size, label placement rules, or map scale.
  • A selection on the map is applied, and only the labels of the selected features are converted to annotation.

Solution or Workaround

Depending on the cause, the workarounds described below are applicable.

Configure the extent to match the map or layer extent

In the map view, zoom out to display all labeled features and configure the extent to match the map or layer extent.

  1. Open the ArcGIS Pro project.
  2. Right-click the feature layer and select Convert Labels > Convert Labels To Annotation.
  3. In the Convert Labels To Annotation pane, configure the parameters. Refer to Steps 8 though 10 in ArcGIS Pro: Convert labels to annotation for further instructions.
  4. For Extent, click Current Display Extent The Current Display Extent icon to convert the labels within the current map extent, or click the Extent of a Layer The Extent of a Layer icon. drop-down arrow to select the layer for the label conversion.

  1. Click Run.

Switch to the Maplex Label Engine

The Maplex Label Engine is the default label engine in ArcGIS Pro and provides advanced label placement, placement rules, and conflict resolution options. Switch to the Maplex Label Engine to ensure effective label conversion. Refer to ArcGIS Pro: Change the label engine for instructions.

Include unplaced labels during the conversion and display the unplaced annotation on the map

Convert the unplaced labels to unplaced annotation to include all the labels on the map during the conversion and place the unplaced annotation.

  1. Open the ArcGIS Pro project.
  2. Right-click the feature layer and select Convert Labels > Convert Labels To Annotation.
  3. In the Convert Labels To Annotation pane, configure the parameters. Refer to Steps 8 though 10 in ArcGIS Pro: Convert labels to annotation for further instructions.
  4. Check the Convert unplaced labels to unplaced annotation check box.

  1. Click Run.
  2. Display the unplaced annotation on the map. Refer to ArcGIS Pro: Place unplaced geodatabase annotation features for instructions.
Note:
Alternatively, use the Never remove (place overlapping) option to display all labels before converting the labels to annotation. Refer to ArcGIS Pro: Force the placement of all labels in a label class for instructions.

Clear feature selections on the map

Clear feature selections by clicking Clear The Clear icon in the Selection group on the Map tab. Before running the tool, in the Convert Labels To Annotation pane, toggle Use the selected records off.
