ArcGIS Monitor 2024.0 is unable to send email notifications when an event is triggered

Description

When ArcGIS Monitor registers with a Simple Mail Transfer Protocol (SMTP) server without authentication, it successfully sends the test email. However, ArcGIS Monitor fails to send an email notification when an event is triggered. The ArcGIS Monitor log returns the following error:

Error:
Mail Server is not ready

Cause

ArcGIS Monitor generates the SMTP_PASSWORD parameter with an encrypted password in the .env file, even for unauthenticated SMTP servers. For unauthenticated SMTP servers, including the parameter may cause the server to interpret the encrypted password as an authentication attempt, leading to connection issues. Additionally, this behavior may be influenced by unknown factors within the system's environment or the SMTP server configuration.

Esri recommends contacting the organization's IT team to identify any server-specific settings or environmental factors contributing to the issue.

Solution or Workaround

1. Stop the ArcGIS Monitor service.
1. In the Windows search bar, type services, and click the Services icon.
2. In the Services window, navigate to the ArcGIS Monitor service and click Stop.

Note:
By default, the AppData folder is hidden. Refer to the Show hidden files drop-down in Microsoft Support: Common File Explorer options for instructions to display hidden folders.

2. In File Explorer, navigate to the .env file, which by default is located in:

C:\Users\<ArcGIS_Monitor_account_username>\AppData\Local\ESRI\ArcGISMonitor\config-store-server

3. Right-click the .env file and open the file in a text editor, for example, Notepad.
4. In the text editor, remove the encrypted password from the SMTP_PASSWORD parameter.
5. Save the .env file and close the text editor.
6. Start the ArcGIS Monitor service.
1. In the Windows search bar, type services, and click the Services icon.
2. In the Services window, navigate to the ArcGIS Monitor service and click Start.
