No, items shared through a partnered collaboration between ArcGIS Online organizations cannot be shared with ArcGIS Enterprise portal groups. Partnered collaborations provide access to items without transferring ownership, as the items remain owned by the external organization. Sharing the items with other users or groups changes the sharing settings for content the receiving organization does not own. To protect content ownership and control, partnered collaborations restrict resharing outside the collaboration group without the content owner's permission.
Use one of the following workarounds to provide ArcGIS Enterprise portal users access to items shared through a partnered collaboration group.
In the ArcGIS Online organization, create a new member account and provide the credentials to the ArcGIS Enterprise portal user. Then, add the new member to the partnered collaboration group. A distributed collaboration group enables item sharing between ArcGIS Online and ArcGIS Enterprise while preserving data ownership and access control. When items in ArcGIS Online are shared publicly, they can be added to the ArcGIS Enterprise portal without requiring ArcGIS Online login credentials.
