The development team has considered the issue or request and concluded it will not be addressed. If this is still a concern, contact Esri Support Services.Workaround
The layer can be successfully converted to KML when:
A) using the Layer to KML tool in ArcMap (10.6.1)
B) using the Layer to KML tool in ArcGIS Pro (2.2)
C) using the Extract tool in the Analysis widget in ArcGIS Online.
