NIM009926 - ArcGIS can crash when drawing an annotation feature class containing GroupElements.
During the draw of group elements, the mapping framework utilizes the bounds of group elements for drawing operations. In some circumstances, the bounds generation may crash of cause the application to hang. This patch resolves the bounds calculation problem and the bounds are calculated correctly.
