PROBLEM
When attempting to create a license file in My Esri to authorize ArcGIS Pro or ArcGIS Desktop foundational and/or extension products, the checkbox to select them is grayed out, preventing the inclusion of the desired licenses in the license file, even though the licenses appear as available in the Authorizations section.
Licenses included in previously created ArcGIS Pro or ArcGIS Desktop license files that have not yet been activated are labeled as 'Pending Activation' and count against license availability, as shown in the image below.
They are therefore considered 'used' by My Esri, preventing including them in new provisioning files.
Note: The following workflow requires the 'Take Licensing Actions' and 'View licensing information' permissions. If the options are not visible, request this permissions from the organization's My Esri administrator.
Note: If the pending license file contains all the licenses required by the user, it may be better to download and authorize the pending license file instead of deleting it and creating a new license file.
