Unable to use Add Locations with ArcGIS StreetMap Premium data in ArcGIS Pro

Description

When the Add Locations tool is used in a feature layer generated from a network analysis workflow in ArcGIS Pro with ArcGIS StreetMap Premium data, the following error is returned:

Error:
160227: The application is not licensed to perform this operation.

Cause

The ArcGIS Pro license has been taken offline. Although both the ArcGIS Network Analyst and ArcGIS StreetMap Premium licenses are assigned in ArcGIS Online, only the Network Analyst license is reflected in ArcGIS Pro, resulting in the StreetMap Premium license being unavailable.

Solution or Workaround

Reset the ArcGIS Pro license cache and reauthorize the license

1. Close ArcGIS Pro.
2. Open File Explorer.
3. Navigate to the following path:

C:\Users\<YourUsername>\AppData\Local

Note:
The AppData and ESRI_Licensing folders are hidden by default. To display hidden folders, click the View tab in File Explorer, hover over Show and check Hidden items.

4. Rename the ESRI_Licensing folder to ESRI_Licensing_OLD.
5. Relaunch ArcGIS Pro and sign in to ArcGIS Online for the license to be reauthorized.
