PROBLEM
After upgrading ArcGIS Enterprise to version 11.4 or later, publishing web scene layers from ArcGIS Pro fails and returns the following error message:
Error: Your portal does not support publishing web scene layers.

This issue occurs when the object store is not configured for ArcGIS Enterprise. Starting with version 11.4, publishing hosted 3D layers (scene or 3D tiles) requires an object store to manage layer caches. The previously supported tile cache data store was deprecated at 11.4 and is no longer used. Refer to the object store definition for more information.
Without the object store, publishing 3D layers from ArcGIS Pro fails, and theĀ ArcGIS 3D Analyst extension license is shown as "false" or disabled in the ArcGIS Server Administrator Directory, indicating the object store functionality is unavailable.
To enable publishing of 3D layers in ArcGIS Enterprise 11.4 or later, configure the object store. You can configure the ArcGIS Data Store object store or, if ArcGIS Enterprise is deployed in the Amazon Web Services or Microsoft Azure cloud, you can create a cloud object store.
Follow the instructions to create the object store. Use the version of the instructions that are appropriate for your ArcGIS Enterprise version, operating system, and deployment platform.
Note: After upgrading to ArcGIS Enterprise 11.4 or 11.5, it is recommended to migrate existing hosted scene layer caches to the object store. Refer to ArcGIS Server: Migrate hosted scene layer caches using the MigrateSceneServices utility for more information.
