PROBLEM
In ArcGIS Pro, ArcGIS Online, or Portal for ArcGIS, attempts to publish hosted feature services to an ArcGIS Enterprise deployment configured with a relational data store fail, and return the following error messages in the ArcGIS Server Manager logs:
Error: Error executing tool. Publish Portal Service Job ID: <ServiceID> : ERROR 001369: Failed to create the service. Failed to execute (PublishServiceDefinition). ERROR 001369: Failed to create the service. Failed to execute (PublishServiceDefinition). Failed to execute (Publish Portal Service).
Error: ERROR 001369: Failed to create the service. Failed to execute (PublishServiceDefinition).
Error: Failed to create the service : ERROR: code:500. Failed to create the service '<ServiceName>'. Internal server error.
Certain ArcGIS Desktop applications installed on the same machine as ArcGIS Server interfere with the publishing process. This issue usually occurs with the following applications installed on the ArcGIS Server machine:
Upgrade to ArcGIS Enterprise 11.1 and later to resolve the errors as this issue is fixed in the latest ArcGIS Enterprise release.
Uninstall the ArcGIS Desktop applications or extensions from the ArcGIS Server machine. It is the best practice to install the desktop applications and extensions on a separate machine.
