This process uses credits. See the web help topic: Understand Credits.

This workflow could be ideal for ArcGIS Online users who are not able to download data through the hosted feature service in the Content area, and also for users with ArcGIS Online accounts that do not have an ArcGIS Pro license. However, the individual must have a personal account to log in to ArcGIS Pro.

These steps can also help those who want to print maps in higher resolution than ArcGIS Online, as the resolution of an ArcGIS Online basemap is limited to 96 dpi. See: FAQ: Is it possible to improve the resolution of a basemap from ArcGIS Online?
