In some cases, when adding layer packages (.lpkx) containing ArcGIS Living Atlas layers using the Share As Layer Package option, the data source links may appear broken with a red exclamation point (!) next to the layers. The broken links occur because the feature services from Living Atlas have been removed or deleted, causing the layer packages to lose access to the original data. By default, layer packages cannot be directly repaired using the workflow in ArcGIS Pro: Repair broken data sources for layers and tables when the underlying service has been removed or is no longer available. If the data source has been deleted from ArcGIS Living Atlas, it cannot be recovered, and the only option is to replace it with a different dataset.
To prevent future issues with broken data source links, ensure the data is saved as a local copy within a file geodatabase in the layer package. In ArcGIS Pro, when sharing a Living Atlas layer as a layer package, check the Include Enterprise and UNC Path Data check box under Options.
If using the Package Layer tool to package the layers in ArcGIS Pro, check the Convert data to file geodatabase and Include Enterprise Geodatabase data instead of referencing the data check boxes.
