Packaging succeeded, but publishing failed. ERROR 160235: There is not enough storage space to complete the operation

Error Message

Attempts to publish a feature service or a web layer from ArcGIS Pro or ArcMap to ArcGIS Server fail with the following error message returned:

Packaging succeeded, but publishing failed. 
ERROR 160235: There is not enough storage space to complete the operation.
Please consult the GP Results Window for enhanced error description or contact your administrator for the server logs.

Cause

The PublishingTools service and the PublishingTools10x service has stopped or is unresponsive in ArcGIS Server.

Solution or Workaround

1. Log in to ArcGIS Server Manager as an adminstrator. The URL format is:

https://gisserver.domain.com:6443/arcgis/manager
https://gisserver.domain.com/webadaptorname/manager

2. On the ArcGIS Server Manager home page, navigate to Manage Services > System.
3. Ensure the PublishingTools service is running.

• If the service is stopped, click Start to start the service.
• If the service is still running, click Stop and Start to restart the service.

4. Log in to ArcGIS Server Administrator as an administrator. The URL format is:

https://gisserver.domain.com:6443/arcgis/admin
https://gisserver.domain.com/webadaptorname/admin

5. Under Resources, click services.
6. Under Folders, click System.
7. Under Services, click the PublishingTools10x service.
8. Under Supported Operations, click stop.
9. On the Stop Service page, click Stop.

10. On the Service - PublishingTools10x page, click start under Supported Operations.
11. On the Start Service page, click Start.
