Error encountered: The data store machine may not have been initialized

Error Message

Running the describedatastore utility fails and the following error message is returned:

Error encountered: The data store machine may not have been initialized.

Cause

ArcGIS Data Store is upgraded in the wrong order when upgading the entire ArcGIS Enterprise deployment, for example, before Portal for ArcGIS and ArcGIS Server. Refer to Portal for ArcGIS: ArcGIS Enterprise upgrade order for more information.

Solution or Workaround

Backup and reinstall ArcGIS Data Store in the correct upgrade order.

Warning:   
The following solution wipes data from the data store. It is recommended that the data is backed up before proceeding with these steps. Refer to Portal for ArcGIS: Manage data store backups for instructions.

1. Run the Windows Command Prompt as an administrator.
2. Navigate to the ArcGIS Data Store utilities folder located at:

C:\Program Files\ArcGIS\DataStore\tools

3. Run the 'unregisterdatastore' command utility to unregister the relational data store using the following command:

unregisterdatastore –stores relational –prompt yes

4. Uninstall ArcGIS Data Store.
5. Navigate to the following directory on the machine:

C:\Program Files\ArcGIS

6. Rename or delete the contents in the DataStore folder.
7. Navigate to the following directory on the machine:

C:\

8. Rename or delete the contents in the arcgisdatastore folder.
9. Reinstall ArcGIS Data Store after upgrading Portal for ArcGIS and ArcGIS Server.
10. Navigate to the Data Store Configuration Wizard for the primary ArcGIS Server machine, and re-register the primary Data Store. The following is an example of the Data Store Configuration Wizard directory:

Note:
To restore any backups to the newly installed data store, use the restoredatastore utility.
