ArcGISAuthError: GWM_0003: You do not have permissions to access this resource or perform this operation

Error Message

When a user with the administrative privilege to update content attempts to save an edit in an ArcGIS Enterprise Sites web app in Portal for ArcGIS, or an ArcGIS Hub web app in ArcGIS Online, this error message is returned:

ArcGISAuthError: GWM_0003: You do not have permissions to access this resource or perform this operation.

Cause

• The user does not have sufficient administrative privileges.
• The web app is not added to a shared update group.

Solution or Workaround

Only administrators can perform the following workflows.

Depending on the cause, use one of the solutions below to resolve the issue.

Change the user role to the default Administrator role

Assign the default Administrator role to the user to enable the user to save the edits in an ArcGIS Enterprise Sites or ArcGIS Hub web app.

Create a shared update group

Create a shared update group. After the group is created, invite the user to the group, and add the web app as an item to the group. Refer to Portal for ArcGIS: Create a group or ArcGIS Online: Create a group for instructions. Under the Group designations section, ensure Shared update is enabled as this option cannot be changed once the group is created.
