ERROR
When attempting to launch the ArcGIS Data Interoperability extension for ArcGIS Pro, the launch fails, and the following error message is returned:
Error: FME license system failure: License dependency check failed. This FME Suite license is dependent on another license which is not available.

There are three scenarios that may return this error message.
When ArcGIS Enterprise is used as a licensing portal and it is configured with a self-signed certificate, ArcGIS Pro will show the following dialog on startup:
Security Alert: The Internet site that you are about to view uses a certificate that has expired or is not yet valid. A secure connection with this site cannot be verified. Would you still like to proceed?

If “Yes” is selected to proceed with a self-signed certificate, any attempt to use the Data Interoperability extension will result in the above error.

A self-signed TLS/SSL certificate is not signed by a publicly trusted certificate authority (CA) but instead by the developer or company that is responsible for the website; as they are not signed by a publicly trusted CA, they are usually considered unsafe for public applications and websites.
Although an ArcGIS Pro session can be continued by manually overriding an untrusted certificate, the Data Interoperability extension does not provide a similar override feature. The problem will also persist in the Esri Python command shell window, where ArcPy will raise the following error:
Error: RuntimeError: The Product License has not been initialized.
Note: This is a known bug (BUG-000176700) that impacts Data Interoperability 3.5 users only.
Upgrading the Data Interoperability extension from Pro 3.4 to Pro 3.5 while using an ArcGIS Enterprise Named User license type (11.4 or 11.5 versions) will also return the error on launch. Even if the Named User license is assigned in the Enterprise Organization Members page, and Data Interoperability is checked out in the Pro Licensing page, the error will be returned.
Note: Ensure the ArcGIS Pro Advanced license and the ArcGIS Data Interoperability extension are assigned. If these are not assigned, request an administrator to assign them. Refer to ArcGIS Online: Manage licenses for more information.
Note: If the issue persists despite the repair, proceed with the uninstallation and reinstallation of the ArcGIS Data Interoperability extension for ArcGIS Pro. Work with your IT organization to provide your server with a signed certificate. Esri best practices recommend replacing self-signed certificates with CA-signed certificates.
Work with your account manager to provide an ArcGIS Online Named User, a Single Use, or a Concurrent Use license type. These license types require authorization and provisioning of a new license key. As soon as a fix is available we will notify you through the bug notes and you can revert back to Enterprise Named User licensing.
