ArcGIS Enterprise error 1053: The service did not respond to the start or control request

Error Message

When attempting to install a new deployment of Portal for ArcGIS or ArcGIS GeoEvent Server, the process fails, and the following error messages are returned:

Error:
Windows could not stop the Portal for ArcGIS service on Local Computer.
Error 1053: The service did not respond to the start or control request in a timely fashion.

Cause

  • The Windows services are corrupted within the Registry Editor.
  • An antivirus program is preventing the Esri product from launching.

Solution or Workaround

Warning:   
The instructions below include making changes to essential parts of the ArcGIS Enterprise deployment. Esri recommends performing a backup of the ArcGIS Enterprise machine, including the registry, before proceeding. Esri cannot guarantee results from incorrect modifications while following these instructions. Exercise caution. Consult a qualified computer systems professional if necessary.

Portal for ArcGIS

  1. Open the Windows Start menu.
  2. In the search bar, type regedit and press Enter. If prompted, click Yes in the User Account Control window.
  3. In the Registry Editor window, expand HKEY_LOCAL_MACHINE > SYSTEM > CurrentControlSet > Services.
  4. Right-click the Portal for ArcGIS folder and click Delete.
  5. Restart the machine.
  6. Perform a clean uninstallation of Portal for ArcGIS. Refer to How To: Perform a clean uninstallation of ArcGIS Enterprise base deployment components for instructions.
  7. Install Portal for ArcGIS. Refer to ArcGIS Enterprise: Installing Portal for ArcGIS for instructions.
Note:
If this error occurs on a Portal for ArcGIS deployment that contains data, perform the portal disaster recovery workflow while maintaining the same service account. Refer to Portal for ArcGIS: Configure disaster recovery for ArcGIS Enterprise for additional information.

ArcGIS GeoEvent Server

  1. Perform an administrative reset.
  2. Change the service startup type of ArcGIS Server to automatic.
    1. Open the Windows Start menu.
    2. In the search bar, type services and press Enter.
    3. In the Services window, navigate to and right-click ArcGIS Server.
    4. Select Properties.
    5. In the ArcGIS Server Properties dialog box, for the 'Startup type' parameter, select Automatic from the drop-down menu.
    6. Click Apply > OK.
  3. Change the service startup type of ArcGIS GeoEvent Server to Automatic (Delayed).
    1. Open the Windows Start menu.
    2. In the search bar, type services and press Enter.
    3. In the Services window, navigate to and right-click ArcGIS GeoEvent Server.
    4. Select Properties.
    5. In the ArcGIS GeoEvent Server Properties dialog box, for the 'Startup type parameter', select Automatic (Delayed Start) from the drop-down menu.
    6. Click Apply > OK.

Create an exception for Esri products in the antivirus program

If the error is cause by the antivirus program, include the Esri product in the antivirus program's trusted list. Refer to Microsoft: Add an exclusion to Windows Security for instructions. Alternatively, disable the antivirus program. Refer to Microsoft: Turn off Defender antivirus protection in Windows Security for instructions.
