ERROR
When attempting to install a new deployment of Portal for ArcGIS or ArcGIS GeoEvent Server, the process fails, and the following error messages are returned:
Error: Windows could not stop the Portal for ArcGIS service on Local Computer. Error 1053: The service did not respond to the start or control request in a timely fashion.

Warning: The instructions below include making changes to essential parts of the ArcGIS Enterprise deployment. Esri recommends performing a backup of the ArcGIS Enterprise machine, including the registry, before proceeding. Esri cannot guarantee results from incorrect modifications while following these instructions. Exercise caution. Consult a qualified computer systems professional if necessary.
Note: If this error occurs on a Portal for ArcGIS deployment that contains data, perform the portal disaster recovery workflow while maintaining the same service account. Refer to Portal for ArcGIS: Configure disaster recovery for ArcGIS Enterprise for additional information.
If the error is cause by the antivirus program, include the Esri product in the antivirus program's trusted list. Refer to Microsoft: Add an exclusion to Windows Security for instructions. Alternatively, disable the antivirus program. Refer to Microsoft: Turn off Defender antivirus protection in Windows Security for instructions.
