Android 4.2.0 device fails to connect to ArcGIS Online through Collector for ArcGIS

Description

The following documentation for Collector for ArcGIS (Android) states that Android 4.2 (Jellybean) is required to use the software:

Some Android devices that are running versions 4.2, 4.3, and 4.4 may experience issues connecting to ArcGIS Online via Collector for ArcGIS.

Cause

This is due to the recent update to TLS 1.2 that has introduced new requirements for mobile devices accessing ArcGIS Online.

Solution or Workaround

If running a version of Android older than 5.0, and ArcGIS Online connectivity issues are encountered, confirm the Google Play Services version. The version must be 16.9.x or later to comply with the requirements of TLS 1.2.

Note: 
Not all devices running Android 4.2, 4.3, or 4.4 experience this problem. Some Google Play Services update automatically while others require a manual update.
