Workaround

1.     Stop the ArcGIS Server and manually delete the MSD files from the service account user's temporary directory: https://support.esri.com/en-us/knowledge-base/how-to-delete-arcgis-enterprise-temporary-files-000028693

a.     Note: this may have to be done on a regular basis due to MSD files consistently being created after deletion.

2.     For a single-machine ArcGIS Server site, configure the ArcGIS Server system directory to use a local folder (e.g. C:\arcgisserver\directories\arcgissystem).

a.     Note: When the ArcGIS Server system directory uses a local folder, no MSD files are created in the service account user’s local temp folder.
