Vector tile service does not display in ArcGIS Online Map Viewer when creating a web map and using the Add_layer method from a Python notebook returns the error message, "An error occurred loading this layer."

Additional Information
This issue is not to be addressed in the WebMap class as there are major changes to the mapping module and a new class in progress. The team has tested, and adding a vector tile layer is not an issue in the new class.Workaround
- Open the web map in Map Viewer Classic.
- In Map Viewer, add the layer by browsing content instead.
- Create a web map from a JSON file using ArcGIS API for Python. Refer to How To: Create a web map from a JSON file using ArcGIS API for Python for instructions.
