On a 4K monitor with Windows display scaling set to 200%, the Tool Parameter windows and the 'Add Tool to Model' window in a ModelBuilder View may appear outside of the monitor's boundary.

Duplicate of BUG-000177355.Workaround
Adjust the High DPI Settings (refer to this article: https://support.esri.com/en-us/knowledge-base/faq-why-do-arcgis-pro-pop-up-texts-appear-small-000022142 for more information). However, the result is very coarse-grained and it's not easy to work with it.
