Refer to this documentation https://support.esri.com/en-us/knowledge-base/how-to-exclude-the-time-on-a-date-field-from-displaying-000027471 to remove time from popups in ArcGIS Online also applies to Portal. The guide is for Map Viewer, but if the pop-ups are corrected in Map Viewer Classic, it is possible to save the configuration on the service (from the Layers pane, click the three dots beside the Map Image Layer and choose Save Layer). This ensures the correct pop-up configuration is also visible in ArcGIS Pro when the Map Service is accessed there.
