In Operations Dashboard for ArcGIS, non-administrative members in a portal are unable to access operation views made by administrators when the non-administrator accesses the operation view over the URL that goes directly to the operation view.

Non-reproducible with Operations Dashboard for ArcGIS when used with Portal for ArcGIS 10.6.1.

Workaround

Navigate to the item details page for the operation view. Log in as a non-administrator, then open the operation view.
