Additional Information

It is recommend that the author use the advanced option to start a new tour and add tour points in the builder. The CSV template used to reproduce this issue is only intended to be used by importing it back into the builder (not by publishing it as a feature service).

Workaround

Disable editing on the feature layer used for the tour points.
