When Windows Display Settings are configured with a zoom and Export Map is set to a 300 DPI, the Clip to Graphics Extent tool fails to clip when exporting to raster file types in ArcMap 10.7.1.

解决办法
Scale back to 100% in Windows Display Settings.
Reduce the resolution (DPI).
Check the "Override high DPI scaling behavior. Scaling performed by: Application" box in the ArcMap Application Properties > Compatability tab
In the Start Menu, find ArcMap
Right-click and select More > Open File Location
In the File Explorer, right-click ArcMap and select Properties
Click the Compatibility tab
Under Settings, check the box "Override high DPI scaling behavior." and confirm that "Scaling performed by" is set to Application
