When viewing surveys with a DateTime question via the Survey123 web app, it is shown as one field instead of having separate fields for 'date' and 'time'.
This issue is fixed in the Survey123 for ArcGIS 3.8 hotfix website release. If the user does not use the latest version of the Survey123 web app, or opts to continue using an older locked Survey123 web app, the user must republish the survey again in Survey123 Connect for ArcGIS (for surveys published before 2/11/2020).

As a workaround, open the survey in the latest version of Survey123 for ArcGIS.
