We were unable to resolve the performance complaint on multiple machines that meet minimum specs for ArcGIS Pro. If you continue to see this intermittently on the newest release of ARcGIS Pro, more interactive troubleshooting may be necessary to narrow down the source of the problem. Export the layout to PDF, JPEG or any other file format and the data is intact.
