Add Missing Domains only adds missing domains that are not already in the database. This parameter will not add the missing coded values. The best way to update coded values is to run the tool with the option “Recreate All Domains”. It is not currently possible to add the functionality to update coded values.

解决办法

Manually add the new coded value or export the entire geodatabase to the XML Workspace and import everything into a new geodatabase so that nothing has to be overwritten.
