When using the Feature Outline Masks tool, the box mask created has too much space below and above the feature linked annotations when compared with left and right spaces.

The Box option for the mask reflects the leading height as defined by the font of the annotation layer.
The top and bottom margins will actually change (i.e. may be even more pronounced) with different fonts.
These spaces are to account for special font cases like extended ascenders, descenders, ligatures, or diacritics.
Alternative Solution:
1. Run Feature Outline Masks tool on desired annotation feature layer, with EXACT mask, and Margin > 0.
2. Run Feature Envelope To Polygon tool, using the output masks created in step 1 as the input features.
3. Use a smaller margin value in step 1 if you want a tighter mask.

1. Create the feature linked annotation. 2. Use the Feature Outline Mask tool and specify the mask kind as box and the margin as 0 points.3. Click OK.4. Right-click the newly created feature layer which contains the box polygons.5. Click Convert features to graphics.6. The boxes are now converted to graphics. Click the graphic to further adjust its size.
