This is as designed.
For "Current Extent" option, Data Reviewer looks only at what is in the extent. Therefore if 25% of a segment is in the extent, the rule is validated on that portion of the segment only – it’s almost as though it clips it. It doesn’t look at that 75% of the segment (that’s outside the extent) to see that it actually intersects with another feature. The validation results in flagging the 25% of the segment, because in the extent, it is not intersecting with another feature.
