When users are assigned a Publisher role in a federated server and Portal for ArcGIS environment, those users are not able to view or see other services published to ArcGIS Server. This can be seen in ArcGIS Server Manager and also through server connections in ArcMap/ArcCatalog. Users assigned to Publisher roles can only see their own published services regardless of security. This happens even if services are completely unsecured and shared with everyone. When making a User connection (even with no credentials) in ArcGIS for Desktop, users are able to see all unsecured services.
