漏洞
When these three special characters, ä, ö, and å (umlaut, overline, ring diacritic) are used in the data frame name, users experience the same limited functionality as seen with these characters documented in http://server.arcgis.com/en/server/10.3/publish-services/windows/00130-data-frame-name-contains-invalid-characters.htm but no error message is received.
