This is a duplicate of BUG-000092363: This issue is reproducible in ArcMap or ArcCatalog, but it is not reproducible in ArcGIS Pro in the context where the metadata fields are reorganized when the metadata is upgraded to be used in the ArcGIS platform. Convert the feature class to the geodatabase in ArcMap or ArcCatalog, then perform the metadata upgrade in ArcGIS Pro.重现步骤
