This is a known limitation with sharing locator views in ArcGIS Enterprise. The sharing level of the locator view is dependent on the sharing level of the parent locator. Specifically, the sharing level of the locator view must be the same or a lower sharing level as the parent locator to ensure the intended users have full access. Efforts are made to enhance the documentation on locator views and better reflect the behavior.重现步骤
