When running the Mosaic To New Raster tool in ArcGIS Pro with the tool's Mosaic Operator parameter set to Last and the tool's output raster dataset stored in a file geodatabase, the attribute table of the tool's output raster dataset matches the attribute table of the first raster entered into the tool's Input Rasters parameter.

解决办法
Run the Mosaic To New Raster tool with the tool's Mosaic Operator parameter set to a value other than Last or the output raster being stored outside of a file geodatabase (but ensuring that the output format is not .jpg or .jp2).
NOTE: The raster outputted from running the Mosaic To New Raster tool will not contain an attribute table due to BUG-000178548; however, continue through the following steps to complete the workaround.
Run the Build Raster Attribute Table tool on the raster outputted from the Mosaic To New Raster tool.
NOTE: Even though the Build Raster Attribute Table tool will run successfully, no attribute table is created for the raster, which is due to BUG-000145990.
Run either Export Raster or the Copy Raster tool on the raster that the Build Raster Attribute Table tool was run on in the previous step.
Notice that the output created from either running Export Raster or the Copy Raster' tool contains an attribute table with accurate information on pixel counts
