When publishing the imagery layer to ArcGIS Online, the ability to change the visibility range is still not affected when viewing the map in ArcGIS Online Map Viewer Classic. However, when opening the same layer in the newest version of ArcGIS Map Viewer, there is a restriction (locking of) to the level of visibility and cannot set the visibility range below a City level.
