漏洞
When publishing a service from ArcGIS Pro to a federated ArcGIS Server or stand-alone, and choosing a predefined scale level, it always generates the full 24 levels (0-23), even if the requested scale does not include these values.

The REST endpoint shows all the levels of the tiling scheme chosen so that the service can overlay with other services that have the same tiling scheme and may contain cache at all levels, such as ArcGIS Online basemaps. The map service is only rendered between the min or max scale ranges, and clients do not make requests to the levels that do not contain cache.重现步骤
