When polygons are symbolized using the dashed black outline from the ArcGIS 2D style, individual features cannot be selected when clicked using the selection tools.

This issue is not reproducible in ArcGIS Pro 2.1.解决办法
Use a regular outline to symbolize the polygon features and under that symbol's properties in the Symbology pane use the Dash effect. Select Dash type and set the parameters.重现步骤
