漏洞
When exporting a raster with the Force RGB setting enabled, and a No Data value of any RGB value used in the source raster symbology causes inconsistencies in the output display.

The issue is not with the Export, but because of the difference in how the data is rendered in ArcMap and ArcGIS Pro. It works fine in ArcMap 10.8 by turning off the Gamma option in Layer Properties symbology with different stretch types and the behavior observed is similar to ArcGIS Pro.解决办法
Ensure a NoData value is set, and is not being consumed by the symbology of the source raster.
