漏洞
When entering a single line address in the Find Address Candidates, no results are returned without the city name entered for a Locator created by the Create Locator tool in ArcGIS Pro.

Locators created with the Create Locator tool and published to ArcGIS Enterprise 10.6 have a limitation of requiring at least one zone. A zone is defined as one of the following: an admin zone in the data (city, state, zip), the location parameter in the REST API (all ESRI apps pass this value when zoomed in to small enough extent), or searchExtent parameter. This limitation is addressed in ArcGIS Enterprise 10.7.重现步骤
